To prepare businesses and the public for a January 2010 5-cent surcharge on disposable bags, then-Mayor Fenty launched DC’s “Skip the Bag, Save the River” education campaign in River Terrace Park in November of 2009, near the intersection of Anacostia Ave. and Blaine St. The accompanying press release describes the then-new surcharge.
